Internal Revenue Bulletin Notice 2009-28

Internal Revenue Bulletin for June 15th contains Notice 2009-28 setting forth criteria for a worker to be considered a member of one of the two new WOTC target groups, unemployed veterans or disconnected youth. Most importantly, employers will have until August 17th, 2009 to submit the standard IRS Form 8850 (pre-screening notice) for workers in the new target groups hired after December 31st, 2008 and before July 17th, 2009.
